Minutes of Board meeting

Meeting held at Stark town hall

 

 

Pledge of Allegiance to the flag was undertaken

 

All board members present and included chairman Brad Steinmetz, supervisors Myron Richard and Virgil Thomas, clerk Lonnie Muller and treasurer Bonnie Potter.

 

Guests present were: Christel Stueckrad, Linda Thomas, Tom McGee, Ron Johnson, Chris Thomas, Lois Milonczyk, Rob Danielson, Arnie Hatfield, Richard Milonczyk, and Don Foy.

 

Meeting called to order by chairman Brad Steinmetz at 7 p.m.

 

Proper posting confirmed.

 

Approval of previous minutes with a motion by Richard seconded by Thomas.  All yes.

 

Financial report and payment of bills approved with a motion by Thomas seconded by Richard.  All yes.

 

Citizen discussion period:  Christel asked about some trees being cut on Munson Road, no one had information about it.  McGee said some old cars still around.

 

Informational reports:

            Clerk reported that full payment was made for two new fire trucks.  Arnie Hatfield said repairs needed on grader, Muller reported on new Vernon County emergency management manager who is Jerry Crotsenberg, and that Bruce Quist had kept land in Managed Forest Law that he purchased from LaVern Campbell. Some screenings brought in from quarry, around 50 yards according to Arnie.

 

 

Old business:

  1. Update on comprehensive planning. Had meeting first of month and got 203 surveys back out of 297.  Chuck Pasker compiled results.  No meeting in April. Waiting for DOA grant.

 

  1. Public participation plan. Chairman went over the plan. Motion by Richard, seconded by Thomas to approve.  Roll call Thomas, yes,  Richard yes, Steinmetz yes.  Approved.

 

  1. Update from Ho-Chunk nation concerning PILT. Steinmetz stated that letter and e-mail had been sent to Ho-Chunk nation.  Steinmetz said he would meet with Ho-Chunk legislative board.  So far nothing has happened from the Ho-Chunk.  Chairman has talked with the Whitestown chairman about this also.  Steinmetz also talked about real estate tax, which Rep. Nerison helped obtain, coming from building on Reserve, Also received check from state for municipal services. 

 

New business:

 

a.  WTA district meeting in La Crosse. Who is going: Steinmetz, Muller, Thomas, and Richard.  Myron will drive. Leave at 7:15 A.M. on Saturday, April 5, 2008 at Radisson hotel.

 

  1. Ron Johnson asked to be nominated for Kickapoo Reserve Board. Johnson spoke about his incumbent position and items he has helped achieve. Had his resume available. Motion by Thomas seconded by Steinmetz to approve his nomination. All yes. Clerk will send recommendation to governorŐs office.  Thomas said he had a problem with parking and hunting fees. Richard would like to see an ATV or 4-wheeler trail.

 

  1. Clerk to advertise for bids for gravel and seal coating. 2nd coat plus last yearŐs work and FEMA work.

 

  1. Spring cleanup will be held on Saturday, April 26th from 8 to 12.

 

  1. Annual meeting plans discussed. April 8th. 7 p.m.

 

  1. Summer hours for recycling center. Bring up at annual meeting.

 

  1. Road ban issues discussed. Motion for spring weight ban beginning March 14, 2008. Motion by Thomas seconded by Thomas until frost out.  All yes.

 

Other items for future meetings:

 

Rob Danielson, who arrived late, spoke about his building plans on Plum Run Road. Water runoff problem at his present house.  Had photo with problem and solution. Will all get together to look at the problem at jct. of Corps Rd and Plum Run road.

 

Motion by Thomas seconded by Richard to adjourn.  Adjourned at 8:03 p.m.
