Minutes Town of Stark meeting June 18, 2008
Held at the Kickapoo
Reserve building due to flooding problems with town hall.
Opened at 7:02 p.m. with
treasurer Bonnie Potter absent. All other elected officials present and
included chairman Brad Steinmetz, supervisors Myron Richard and Virgil Thomas
Jr. and clerk Lonnie Muller.
Guests: George
Vonderheide, Lois Milonczyk, Tom McGee, Linda Thomas, Carolyn Steinmetz,
Christel Stueckrad, Loren Nicholson, Don Barr and Francis Hynek.
Minutes of last meeting
approved with motion by Thomas, seconded by Richard, all yes.
Financial report and
bills. Motion by Richard, secon~ed by Thomas to approve. All yes.
Citizen discussion
period: Don Barr mentioned that Kovalik's driveway created a water problem and
suggested a culvert be placed at the driveway, Lois said water from Kovalik's
driveway didn't effect her but it did come down to Barr's; Stueckrad stated
there were several potholes on Munson Road. Barr questioned seal coating for
year. Chairman said 2nd seal would be done, Barr was wondering if it
could be delayed but chairman said no. Barr suggested that ditching was needed
and chairman said it was coming. Thomas said a complaint came in concerning
Canadian thistles at Greg Petersons. Chairman will talk to Peterson. Lois said
gravel came down into her yard from the town road, chairman will check it out.
Informational reports:
Richard was contacted about Nelson road at David Straits concerning a larger
culvert on Nelson Road and chairman said it had been ordered. Steinmetz said
patrolman Arnie Hatfield has 6 days of vacation left, and would like to carry
it over until this fall and board said no problem. Normally vacation must be
used up by end of July. Tom White may be building cabin on Slagle road. Owner
at Hallie Green's old house wants to be rezoned and clerk and zoning
administrator is working on it.
Old business:
Comprehensive planning:
Met June 10th,
finished up
the town comprehensive planning maps and will be sent back to county. Virgil
Thomas talked about 2n fire sign where more
than one property is located on a driveway and town will be implementing it in
the future. First three elements of comprehensive plan will be worked on at
August meeting.
New business:
Assessment
error on Beres and Smith property: Francis Hynek, county board supervisor, at
meeting to discuss the problem. He said county treasurer told him that assessor
Cecil Chapin made a mistake but clerk and chairman disputed this. Hynek said
roll was corrected for 2007. Hynek said county treasurer and corporation
counsel wants to blame assessor and clerk. Property took off Smith's, Smith
needs to pay for $140.37, can't collect off Beres. Deeds have been corrected
now. Clerk needs to make sure the assessment roll is correct for 2008. Motion
by Richard, seconded by Thomas to bill Smith, all yes.

shown on flood damage. All roads are now open, French Hill finished today. Went
over roadwork needed. Gravel coming from Kraemers July 7th¥
Town
hall damage. Needs new furnace at a price of $1,700, chairman handed out list
of what is needed at town hall. Brad has talked with Marcy West at the Reserve
for continued usage of Reserve Center for meetings and even for election use.
d. Hiring an assessor.
Motion to again hire Cecil Chapin by Thomas, 2nd by Richard, all yes.

meeting. Meeting will be held at Reserve July 16th¥ Adjourned, motion by
Thomas, 2nd by Richard. Adjourned at 8:25 p.m.
