of the Town of Stark July 16, 2008
Meeting
held at the Kickapoo Reserve office building as town hall was still affected by
flooding. Started at 08/08 on small digital recorder.

Meeting called to order
at 7 p.m. by chairman Brad Steinmetz
Posting confirmed and ok
Minutes of last meeting
looked at. Motion by Richard, 2nd by
Steinmetz to approve. All yes.
Approval of bills and
financial report: Add in bill from Kraemer of$2,038. Motion by Steinmetz,
seconded by Richard to pay all bills. All yes.
Clerk stated that TRIP
grant for Zahm Road arrived, $3,021.17.
Citizen discussion
period: McGee asked about thistles at Petersons, Petersons were notified by
Richard but still not cut, Myron said he would call again and see if they can
be cut, ifno response will send a letter. McGee also asked about payment back
from Smith for unpaid taxes but clerk still working on it. Hatfield said he was
told he had too much overtime and that another person could be hired and McGee
said he stated it. McGee apologized to Hatfield.
Informational report:
60-inch squash tube is now available for Nelson Road, but can't install until
FEMA gives go-ahead. Arnie said still getting some metal on the magnets in the
grader housing and will continue checking, may require F ABCO to do the work.
Scotts suppose to be here in August. Fred David's road needs work. Signed
contract for propane from Hillsboro Co-op. Mentioned upcoming WT A picnic.
Myron gone next meeting, maybe going to Oregon the 8th and gone for
two weeks. Stark picnic, eat at 6 p.m. send cards out 8 August. Town of Stark
Comprehensive planning meeting on Tuesday, August 5th, at KRMB office, inviting
zoning board members.
Old damage: Flood
update, getting closer said Arnie, everything getting mended, Fred David's
road, Nelson Road, patch Zahm road, landslides cleaned up, cable sticking out
on Plum Run. Chairman showed Sam Skemp ofNCRS damage including logjam in the
Kickapoo, also showed him Wolfe Valley landslide, possible for special funding
for these repairs. Weister creek road has problems with rocks at culvert. Kick
off meeting at
Viroqua tomorrow and
Brad has info ready for presenting, has figured between $11,000 and $12,000
emergency work.
New business:
Town
hall status, Brad met in Viroqua about mitigation of the building and asked
about buyout with state help. Cost estimate for town hall, $1,800 tipping fee
for contaminated soil, replace with screenings. M & M cost estimate is
$4,015. $1,650 to replace furnace. J &L estimate for town hall is a little
over $3,825 w/o
replacing
sub-floor. Doesn't include door repairs in the recycling center. If mitigated
would need pre-flood assessment, then buildings tom down, town would still own
the property. Brad suggested co-op agreement with village of La Farge to erect
buildings together as they also want to mitigate. Building inspector Wayne
Haugrud inspected town hall and stated "substantial damage".
Try
to update website, clerk will contact Al Buss
Hiring
dog counter. Try and get Amy Vesbach to do it again as she did a good job last
year.
Fireworks
permit. Motion to set fee at $10 by Steinmetz, 2nd by Richard. All yes.
