   Minutes

Town of Stark, Vernon County, WI

18 May 2005  Stark Town Hall

 

Meeting called to orders at 7:00 p.m. by chairman Brad Steinmetz.  All board members present, which includes Dwain Jeffers and Myron Richard. Also present were clerk Lonnie Muller and treasurer Bonnie Potter who arrived at 7:08.

 

Guests present were Tom and Gita McGee, Virgil and Linda Thomas, Kay Mick, Don Barr, Bruce Tosch, Rich and Lois Milonczyk and Christal Steurueck.

 

Verification of posting ok.

 

Motion by Jeffers, 2nd by Richard to approve minutes of last meeting. All yes.

 

Motion by Richard, seconded by Jeffers to approve financial report and payment of bills.  All yes.

 

Citizen discussion period:  Bruce Tosch stated that the assessor had visited him.  Tom McGee complained about possible unauthorized vehicles stored on the Castona property. 

 

Informational reports:  Jeffers said two more grader tires needed to be mounted on the rims and would be done by Hartje.  Jeffers also reported new tires were needed on the end loader and he was authorized to get them ordered.  Chairman Steinmetz said fall clean up will be held on Saturday, October 8th and again at _ price for appliances and tires. Steinmetz also reported on a Wisconsin Towns Association meeting in Tomah on planning, roads, fire protection and economic development.  Steinmetz also reported that S. Jug Creek road appeared ok for sealcoating this year after extensive work was done on it by the highway crew.  Steinmetz also reported that the patrolmen were working on Lowery Road preparing it for sealcoating next year and that Thompson Road was also being improved.  Steinmetz suggested sealcoating the hill on Thompson Road this year if enough budget money is available.

 

New business:

a.                   Action on county road naming plans. Vernon County has proposed a uniform road naming and addressing system in the county, including eliminating roads with the same names.  A proposed ordinance was presented to the board for comments. Steinmetz said the county would take over the fire numbering system now being done by Lange Enterprises of Oconomowoc even though that firm would still provide signage.  Another part of the proposal would have fire numbers on both sides of future fire signs.

 

a.                   Comprehensive planning.  Motion by Richard, seconded by Jeffers to have Stark join with La Farge to set up comprehensive planning.  All yes.

 

a.                   Quarry book setback.  The clerk was asked to check with the Vernon County quarry specialist, Julie Hill, and the town of Hillsboro to see how their quarry ordinances reads.

 

a.                   Motion by Jeffers, seconded by Richard to send letters to state elected officials asking that the assessment law be changed for the Kickapoo Reserve property.  All yes.

 

a.                   A $1,020 contract with METCO had been signed to environmentally test the Corps building, the site has been tested and found to be ok, and the Reserve has agreed to pay $500 of the costs.

 

a.                   No action taken at this time on a new garage and town hall.

 

a.                   Unused vehicle ordinance: Motion by Richard, seconded by Jeffers to place the junked vehicle ordinance on the next meeting agenda. 

 

a.                   Discussion held on number of buildings allowed on a piece of property. One property came up for discussion and zoning administrator Jeff Evestad will be contacted to see if building permits were received for the buildings. 

 

   The meeting adjourned at 9:02 p.m with a motion by Jeffers, 2nd by Richard.
