TOWN OF STARK, VERNON COUNTY, WI
WEDNESDAY, 20 July 2005

Meeting called to order by town chairman Brad Steinmetz at 7:00
p.m. All elected officials present and were Dwain Jeffers and Myron
Richard on the town board, clerk Lonnie Muller and treasurer Bonnie Potter.
Guests present were Virgil and Linda Thomas, Don and Betty Barr,
Joan Kent, Don Foy, Pam Munson, and Tom and Gita McGee.
Verification of proper posting of meeting was confirmed.
Motion by Richard, seconded by Jeffers to approve last month's
minutes.
Motion by Jeffers, seconded by Richard to approve financial report
and payment of bills.
Citizen discussion period: Don Barr asked if anything had been
done regarding a booklet or brochure for new residents. Clerk explained he
has written up a brochure but that it still needs editing. Chairman Steinmetz
made a suggestion that persons can also check out our website:

Informational reports: Reminder by clerk of Vernon County
Towns Association picnic on Thursday night, July 28th, starting at 6:30 p.m. at
the Viroqua city park. Update given on road sealcoating. Roads are too
dry at present time to seal, will wait for rain. Scott Construction
representative checked out the roads the previous days and has them marked.
Old business: Steinmetz reported no one had contacted him
regarding the renaming of Corps Road.
New business: Dale Parker and Doug Muller recommended by Steinmetz
to each serve another 3 years on the zoning committee. Motion by Jeffers,
2nd by Richard to approve. All yes.
Motion by Richard, seconded by Jeffers to approve the zoning
committees recommendation to deny a conditional use permit for Rick and Joanna
Simon to establish a campground on a portion of their property. All yes.
Prior to the vote Virgil Thomas Jr. wanted to know why the zoning committee had
turned it down. It was explained there were a variety of reasons: no
plans, poor topography, all the adjoining neighbors disapproved and other
nearby neighbors also objected.
Motion by Richard, seconded by Jeffers to approve the zoning
committees recommendation to rezone 5 plus acres of agricultural zoned land to
residential zoning for property owned by Gary and Sharon Leatherberry. All
yes.
6-month budget update given by the clerk. The fuel budget
will go over budget by an estimated $6,000 but it appears all other areas will
be in good shape. The sealcoating and gravel budget will be exceeded by
about $8,000 due to the additional work on Thompson Road this year. Wages
and benefits are running about $6,000 less but overtime could affect this.
The annual Stark picnic has been set for August 18th, starting at
6 p.m. Lois and Rich Milonczyk and Don and Betty Barr appointed to committee to
take care of arrangements. Picnic will be potluck and held at the Corps
building.
Motion to adjourn by Jeffers, seconded by Richard. Adjourned
7:32 p.m.
