MINUTES FOR STARK TOWN BOARD MEETING HELD

October 20, 2004

AT THE STARK TOWN HALL

 

Meeting was called to order at 7 p.m. by chairman Brad Steinmetz.  Present were supervisors Dwain Jeffers and Myron Richard, treasurer Bonnie Potter and clerk Lonnie Muller.

 

Guests present were Gail Muller, June Hargraves, Arnold Hatfield, Jim Haugh, Bruce Tosch, Virgil and Linda Thomas, and Tom McGee.

 

Postings of meeting was verified and deemed ok.

 

Motion by Jeffers, seconded by Richard to approve minutes of September, 2004 meeting.

 

Motion by Richard, seconded by Jeffers to approve financial report and pay bills.

 

Citizen discussion period: June Hargraves asked for a burn permit and also asked about getting her driveway leveled.  She was informed that the driveway would have to be done by private contractors.  Bruce Tosch asked about a zoning variance and was referred to zoning administrator Jeff Everson.

 

Informational reports: Chairman Steinmetz indicated he had attended a DOT meeting in La Crosse concerning state statute revisions regarding town highways.  The new law, under chapter 82 which takes effect January 1, 2005, will be included in the new state statute books. Steinmetz also reported he had met with the mayors from a province in Mexico who were visiting the Kickapoo Reserve.  Other information was a letter from the fire association stating the annual meeting was October 28th.

 

Old business:

a. Humane Society - the town received a letter from the Vernon County Humane Society (this is a private organization) indicating their desire to be the official responsibility for taking care of stray animals. No action was  taken.

 

b. Wage and benefit discussios with employees: Hatfield and Haugh will accept a 75 cent per hour raise effective January 1, 2005.  Steinmetz stated he had talked with previous town chairman Don Coleman concerniong vacation carryover pay and it was Coleman's belief that the employees were to be paid for vacation carryover if they desired.  Hatfield said he thought his vacation year was from 1 July to 30 June, stating that was when he began work.

 

New business:

a. Employee handbook: Discussion about having one, no action.

b. Review mower prices: 2 bids received, Hillsboro Equipment at $9,489 and Portland Equipment at $9,078. Portland accepted.

c. Work on budget:  budget hearing at 7 p.m. on November 27, 2005 at town hall.  Steinmetz stated he wanted local taxes at same amount as last year ($89,000).

 

Misc:  It was mentioned that the zoning changes needed to be done by January 1st.  Steinmetz mentioned to Jeffers to make sure no Truck Center vehicles were parked around town hall on election day.  The contract with the housing inspector was signed.  Hatfield taking first week of November off.

 

Motion to adjourn by Jeffers, seconded by Richard.  Adjourned 8:35 p.m.
