MINUTES FOR STARK TOWN BOARD MEETING HELD

November 17, 2004

AT THE STARK TOWN HALL

 

Meeting was called to order at 7:25 p.m. by chairman Brad Steinmetz following the 2005 budget hearing.  Present were supervisors Dwain Jeffers and Myron Richard, treasurer Bonnie Potter and clerk Lonnie Muller.

 

Guests present were Gail Muller, Arnold Hatfield, Jim Haugh, Virgil and Linda Thomas, Richard and Lois Milonzyck, Don Barr, Dale Parker, and Tom McGee.

 

Postings of meeting was verified and deemed ok.

 

Motion by Richard, seconded by Jeffers to approve minutes of October, 2004 meeting.

 

Motion by Jeffers, seconded by Richard to approve financial report and pay bills.

 

Citizen discussion period: Tom McGee stated he felt there were junk cars alongside Munson Road and wanted to know if their was a remedy.  It was indicated that the board will be attending a meeting in Richland Center in December to learn about an ordinance to handle junked vehicles.

 

Informational reports:  Clerk Muller reported that the FEMA papers are at the Emergency Management office in Viroqua and he would be going out to sign them this week.  Probably a month to 6 weeks before the money arrives.

 

Old business: employee benefits.  Discussed vacation time at some length.  The patrolman, Hatfield and Haugh had submitted a list concerning vacation and chairman Steinmetz had responded to the list with his written report.  After much discussion on the various issues a motion was made by Jeffers and seconded by Richard to accept the employee list with the exception that instead of accumulating 60 days of sick leave, the maximum would be 3- days in a 10 year period. (list is attached with minutes and will be included in upcoming employee handbook)

 

New business: employee handbook:  Will be worked on, will state that 5 work days is a week.

 

Mower purchase: Motion by Jeffers, seconded by Richard to purchase mower from Portland Equipment for $8,978 which included $100 for trade-in for old sickle mower.

 

Motion by Jeffers, seconded by Richard to use the services of the Vernon County Humane Society for stray dog problems.

 

Health insurance proposal - Clerk reported that the health insurance representative had not yet called to set up an appointment to talk about the huge increase.

 

Request for use of Jug Creek cemetery:  Two people have asked about being buried there. Clerk will seek more answers if it is legal or not, but preliminary reading indicates that it is possible.

 

Motion by Jeffers, seconded by Richard to eliminate the purchase of the annual treasurer's bond.  Resolution will be sent on to county treasurer.

 

It was agreed to do nothing this year concerning the assessment letter from the state that indicated Stark was out of compliance.  The state is expected to revalue Vernon County next year so the town would like to wait until that is done.

 

The following will be attending the WTA meeting in Richland Center:  Steinmetz, Jeffers, Richard and Muller.

 

Several names were submitted for pollworkers for the next two years.  They will be sent letters to see how many are interested.  Names submitted: Anna Richard, Mae Fronk, Inez Hagen, Ethel Wallace, Lola Parker, Sharon Leatherberry, Linette Hatfield, Ruby Griffin, Lois Miloncyzk, Linda Thomas, Don Barr, Virgil Thomas.

 

The clerk reminded the officials that their term would be expiring in April, 2005 and if any are not planning on running again they must submit a letter of non-candidacy by the end of December.

 

Motion to adjourn by Jeffers, seconded by Richard.  Adjourned at 9:14 p.m.
