Town of Stark
June 20, 2007 Minutes and Board of Review meeting.
All board members and clerk met at 6:30 at town hall for road tour
of
Tunnelville Road.
Proper posting confirmed.
Traveled to Tunnelville Road
to the Jon Lund property and inspected area that Lund wants
modified.
Guests included Tom McGee. Returned to town hall at 7:00 p.m. and
opened
up earlier suspended Board of Review. Assessor Cecil Chapin
present but no
objections. Board of
Review closed for the year.
Regular monthly meeting opened at 7:15 p.m. with all elected
officials
present. They are
chairman Brad Steinmetz, board members Myron Richard
and Virgil Thomas Jr, clerk Lonnie Muller and treasurer Bonnie
Potter.
Citizens who signed in were Christel Stueckrad, Linda Thomas,
Koletta
Steinmetz, Rich and Lois Milonczyk, and Tom McGee.
Verification of posting verified.
Motion by Thomas, 2nd by Richard to approve minutes of May 2007
meeting.
All yes.
Motion by Thomas, 2nd by Richard to approve financial report and
pay bill.
All yes.
Citizen discussion period.
1. Stueckrad
asked that the town picnic date be changed from Thursday,
August 16th to Tuesday, August 14th. This was approved.
Will begin
eating at 6:30 p.m.
2. Stueckrad
had complaints about junk on the Earl Nelson property.
3. McGee
complained about junk cars and junk on Frank RobertÕs property on
S. Jug Creek.
4. Virgil
talked about town dumpster problems, people using it when no
attendant on duty and lifting lid far enough to get trash inside.
5. Linda
Thomas asked about old mobile home on CTH D.
6. Chairman
mentioned wrecked truck along Spry Road.
Clerk will send letters to all property owners.
Informational report:
1. New
ambulance has arrived and was to be on display but just about this
time the ambulance siren sounded and the new ambulance went
speeding past
the town hall and out of town apparently on an emergency
call. All
elected officials and meeting guests were quickly impressed.
2. Board
members talked about what they had learned at a recent Towns
Association training session at Richland Center.
3. Kraemers
will start rock crushing at Burt quarry around July 1st. They
will have 1,500 to 2,000 yards of screenings available at $4.75 a
yard.
Clerk instructed to call Robin Davis and agree to buy it all if we
can pay
for it half this year and half next year.
4. Patrolmen
need a long pole saw and authorized to purchase a 16-footer
for $500 from Heartland. Motion by Thomas, 2nd by Richard to
purchase.

5. Still
trouble with new truck, bounces from 30 to 45 mph. New tires put
on with no luck. Still under warranty.
Old business:
a. Update
on comprehensive planning. Planning meeting was held June 13th
at Kickapoo Reserve center and another scheduled for August 8th.
b. KVR
reassessment proposal kicked out of state budget and apparently
Representative Nerison will bring it back as a bill.
New business:
a. Tunnelville
road improvement will include a ÒBlind DrivewayÓ sign
installed near LundÕs property and town will improve LundÕs lower
driveway
after sealcoating is completed. Also will cut house driveway a bit
to
divert water. Clerk
to send letter to Lund to inform him of the decision.
b. Action
on comprehensive plan ordinance.
Tabled to next month.
c. Appointment
of comprehensive planning committee. Chairman nominated
himself, Brian Jacobs, Becky Zahm, Chuck Pasker, and Lois
Milonczyk.
Cannot be approved though until ordinance is adopted. Put on
agenda next
month.
d. Who
plans to attend upcoming training meetings? Chairman will attend
legal training, clerk will attend WISLR/PASER training.
e. Motion
by Thomas, 2nd by Richard to have recycling center open on
Wednesdays until end of August. Will start June 27th but not open July
4th. Notice in paper
and sign at recycling center to be placed.
f. Dog
counter. Put notice in paper
asking for a dog counter.
g. Agreed
to sell 1991 truck and also old tires and rims. Put ads in BC
and Episcope and see Steve Munson about tires.
