MINUTES OF MEETING
Wednesday, December 15, 2004
Stark Town Hall
Meeting was called to order at shortly after 7 p.m. by chairman
Brad Steinmetz. Present were: board member Dwain Jeffers, Bonnie Potter,
Treasurer and Deputy Clerk, Gail Muller, absent from the meeting was board
member Myron Richard.
Also in attendance were Tom McGee and Rich and Lois Milonzyck.
Posting was approved: Chairman, Brad Steinmetz had completed this
task himself on Monday, December 13th
because of the unexpected medical absence of clerk Lonnie Muller.
Motion by Dwain Jeffers, seconded by Brad to approve minutes from
November meeting. All yes. Motion approved by 2-0 vote.
Financial report and payment of bills: A motion by Dwain Jeffers
to approve the bills as presented, seconded by Brad Steinmetz.
The mention that the wonderful ( tax) letters came today, Bonnie
said she hated to send them out at Christmas. Brad had a couple calls about why
had the taxes gone up already that same day. It was noted that Stark had not
raised their levy.
Citizen discussion period. Tom McGee asks again this meeting
about the junk cars, Brad says they will be attending a meeting on Ordinances
Thursday, December 16th on just that
subject at the White House in Richland Center. Asks about the mower if we got
it yet, Brad answers in the affirmative, and said the have been using it for
awhile.
Informational reports: Brad tells us today in the mail I received
a check for the Town of Stark for $45,216.44 this was a payment for the
FEMA disaster declaration, the Federal portion was $38,971.07 and the State
portion was $6,245.36. A small portion of the work that had to be
completed was paid by township funds. The FEMA clean-up funds from the
flood damages at Tunnelville bridge was received and deposited previously, as
was noted by Bonnie Potter, Treasurer.
Old Business : Employee handbook. Brad has been working on
the language that we talked about and the overtime which we have discussed
and he hasn’t written anything up yet. He doesn’t really think we
will look at changing much in overtime. If they come in early and get the roads
cleaned up they leave early, the main overtime of course occurs on weekends and
not much we can do about that.
Jug Creek Cemetery – The old records were destroyed and all
indications are that the cemetery is full. Dwain said he has lived on Jug Creek
neighboring the cemetery for thirty years and there hasn’t been any
burials since he moved there. Brad said he thought he had heard of one burial
in the last ten years but wasn’t sure. Several steps would have to be
taken if the township decides to open it following some State requirements.
Will continue this on to January agenda for further discussion and more fact
finding.
New Business: The Resolution from Emergency Management, was
examined and after reading the highlights of the material and the fact the date
for completion was needed before the next meeting. Dwain Jeffers made the
motion and Brad seconded it to be signed. Gail is to make a copy of the
Resolution and send to the Emergency Management for their file. It will help if
the township ever has any further flooding or disasters that are needed to be
funded by FEMA, this is a pretty general draft of what the County is proposing
also.
Christmas gifts (bonuses)$100.00 each for the patrolmen
Arnie and Jim and $25.00 for recycle manager Koletta were approved as been
done in the past several years. Gail Muller will mail these out.
Caucus date of Thursday, January 20th has been set for 7:00 p.m. It is hoped the clerk will be back
to run the proceedings by then.
Health Insurance (Premium Increase) question is still up in the
air ever since the agent from Wausau has not gotten back to the clerk about
this matter. The clerk would like to do some further checking on costs of other
companies and policies, tabled till January meeting.
Jody Wirts Zoning request: 20 acres from ag to residential on Jug
creek road, the zoning commission voted 100% to allow the change. One of
Jody’s sisters wants to build a house on the property at some future
date. Dwain made the motion to accept the recommendation of the Zoning
Committee and Brad gave a second, passed.
Update Zoning regulations: Looking at some things to make it
easier for some of these requests that are coming in. One thing that the zoning
commission brought forward was under agricultural was to change the minimum
requirement for lot size from 35 to 20 acres. Under Accessory Uses:
scratch the additional single family home, and add instead, (one single
family home for 20 continuous acres only). It would change the requirement for
building a house on property from 35 to 20 as long as the 20 is directly connected
to the property. This will be tabled, continue to be looked at in the
January meeting.
Motion by Brad Steinmetz to adjourn if there is no further
business, second by Dwain Jeffers. Adjourned 7:45 p.m.
