MINUTES OF MEETING
Wednesday, 18 August 2004
Stark Town Hall
Meeting
was called to order at 7 p.m. by chairman Brad Steinmetz. Present were board members Dwain Jeffers and
Myron Richard and clerk Lonnie Muller. Treasurer Bonnie Potter arrived at 7:06
p. m.
Also
in attendance were Tom McGee and Rich and Lois and Milonzyck.
Motion
by Richard, seconded by Jeffers to approve minutes. All yes.
Financial
report and payment of bills was approved with a motion by Jeffers, seconded by
Richard with the exception that only ½ of the Scott sealcoating bill be paid.
Citizen
discussion period. McGee mentioned that
some road signs were still missing, the chairman will check on it. They include signs on Harris and Bickel
Rods.
Informational
reports:
- Results of bridge
inspection – County does inspection, every 2 years, 6 bridges in town,
chairman reported the bridges were all ok with some very minor problems.
Mainly removing some trash.
Bridges on Thompson, Cornell, Zahm, Newburn, S. Jug Creek Road, and
Tunnelville.
- WTA TIF seminar –
chairman reported how towns can use TIF districts. He and clerk attended seminar in
Madison.
- Zoning – chairman
handed out his proposed changes and suggestions where they can be inserted
in the zoning booklet.
- Picnic update – went
well, 50 people, great musical program, will find out at annual meeting if
residents want another picnic next year.
Is paid for out of money from selling of aluminum cans. Milonyzcks,
Richard family and Lonnie and Gail Muller thanked for work on picnic.
- FEMA updates – most
work done and finishing up paperwork.
Not sure when money will be coming. Clerk meeting with FEMA worker
tomorrow. Town will be responsible for 12.5% of the total cost. Estimated
damages from $40,000 to $50,000.
- Web page – clerk stated
that the WEB page designer would be meeting with him to obtain more
training.
- WTA report – clerk
reported on 2-day meeting at Wausau for state meeting and reported on
legislative issues.
- Election training –
clerk reported that Anna Richard and Mae Fronk along with himself had
attended the required training in Viroqua.

business –
- Soil and water
conservation flyover proposal – Motion by Jeffers, seconded by Richard to
participate, which will happen next spring. Estimated cost is $500 according to Joe Schmelz of the
conservation department. All yes.
- Ronnfeldt property –
Motion by Richard, seconded by Jeffers to approve zoning change request
for Joe and Joanne Ronnfeldt approved earlier by zoning board. All yes.
- Stray dog issue –
Chairman received letter, said towns under no legal opinion to pick up
strays. Chairman feels should be brought up at annual meeting.
- Town shop expansion
possibilities – Chairman has been talking with co. highway chairman.
- Employee issue
regarding sick leave: Motion by
Richard, seconded by Jeffers to have clerk work with Jim Haugh regarding
pay during his recuperation from heart surgery. All yes.
