TOWN OF STARK, VERNON COUNTY, WI
WEDNESDAY, August 15, 2007

Meeting called to order by town chairman Brad Steinmetz at 7:00
p.m. All other elected officials present and they were Virgil Thomas
Jr. and Myron Richard of the town board, clerk Lonnie Muller and treasurer
Bonnie Potter.
Guests were Tom McGee, Fritz and Christel Stueckrad, Lois and
Rich Milonczyk, Koletta Steinmetz, Linda Thomas, Don Nettnin and Jack Letzring.
Verification of proper posting of meeting was confirmed.
Motion by Richard, seconded by Thomas to approve last month's
minutes. All yes.
Motion by Thomas, seconded by Richard to approve financial report
and payment of bills except for Kraemers and to only pay a portion of Scotts
pertaining to Maple Ridge sealcoating.. All yes.
Citizen discussion period: Christel Stueckrad suggested fall
cleanup days for Sept 29th or Oct 6th and also wanted something done about
water in front of door at recycling center. Will place on September agenda. Don
Nettnin reported he gouged sealcoating on Jug Creek Road but chairman stated
patrolman would repair the problem. Discussion about music this year at picnic
and all agreed musicians should be paid $150 with check going to Kenny Hatfield
and money coming from aluminum can/picnic fund.
Informational reports:
Chairman reported on PASER meeting at Tomah that he and clerk
attended.
All culverts have been replaced on W. Maple Ridge road
1990 truck has been sold, per bid, and paid for.
Questions about borderline between Stark and Webster on
Tunnelville Road.
No sealcoating yet, Scotts are in Minnesota, patrolman concerned
about late paving.
New truck still not fixed.
Chairman reported on meeting in Black River Falls concerning
liability and litigation and sub-division ordinances.
State has estimated Stark population at 375, 26 more than 2000
census.
New house to be built on Slayback Road by Duda's.
Someone interested in buying 120 acre property on Middle Bear and
selling off a 40.
Need to get road repair estimate for Slayback Road damaged by cell
tower work.
Old business:
Chairman presented update on Comprehensive Planning meeting held
at Reserve
No news on KVR state assessment
Town picnic went very well, around 40 participants.
No word on Ho-Chunk PILT
Chairman reported that Cindy Ackerman of Vernon Co. Emergency
Management stated Stark was fully NIMS qualified. All 23 requirements completed.
No date yet set for Zoning Board to review zoning ordinance.
New business
a. TRIP grant application for W. Maple Ridge Road
discussed. Due to financial considerations the chairman will not submit an
application unless it can be started in 2009
b. Tax issue with county. Chairman will write letter to
county counsel stating we are not liable.
c and d. Motion by Thomas, seconded by Richard to adopt Plan
Commission Ordinance to take effect July 1, 2009 with section 16 and 17 to not
take effect until Jan 2, 2010. All yes.
e. Appointment made to Planning Advisory Committee by
chairman. Nominated were the chairman, Brad Steinmetz, Becky Zahm, Brian
Jacobs, Chuck Pasker, Lois Milon1czyk, and Jack Letzring. Motion by Thomas,
seconded by Richard to approve. All yes. Motion by Thomas, seconded
by Richard to pay per diem of $20 per day of each meeting. All yes. First
meeting set for Tuesday, September 4th at 7:30 p.m.
f. Board reminded to start making budget plans for 2008.
Motion by adjourn by Richard, 2nd by Thomas. All
yes. Adjourned 8:30 p.m.
